Yes, Jaipur Traffic Police can surely make a big difference

While bad road traffic Chaos scenario is just not the responsibility and accountability of  Traffic Police alone but also of Town Planners, JDA, Nagar Nigam and  people of Jaipur itself.

However this situation can be managed better if Traffic Police of Jaipur demonstrates a little empathy, sensitivity, will and imagination to improve the situation.

Poor unprofessional conduct of Jaipur Traffic Police is adding insult to injury.

 Citizens of  Jaipur are facing  undue hardship due to poor, unprofessional  endeavors of  Jaipur Traffic Police. This is a classic example of total apathy, lack of will and supervision by Traffic Police Officers top to bottom.

For  example:

  1. Few of busy road crossings are named Adarsh Chaurahas. But it is a mechanical  non life  activity created with  a bunch of  4-5 Policemen manning the  crossing. These staff are totally oblivion of the fact  that this Chauraha itself  have been  full of  encroachments, illegal parkings of shop Keepers, auto rikshas,  and plying buses, tempos. If this 20 to 50 meter distance where they can clearly see with their nacked eyes are cleared as a part of ‘Ideal Crossing’, commuters will get lots of relief.

 Its a common site that  despite on these  busy chaurahas, these 4 persons will work  as a gang (at 1 point of Chauraha) to nab commuters for Chalan and  their monkey jumping on prey  result into fatal accidents. Instead if only  one person each takes care of four points of chauraha both Challan and  traffic can be managed more professionally.

  • Why cant they focus on managing traffic actively between peak traffic hours of morning and evening  and spend rest of the day for Challans, and catching preys.

Why can’t 20% time of the day is devoted to educate public of safe driving  practices at these big crossings. Like we see it daily,  half of chaos  on all major crossings is due to vehicle drivers who deliberately  keep their vehicle on wrong side on red light (Person going to right will stop on left and vice versa), which creates major obstacle to other commuters as and when  light turns green. Education and Challan of these persons can go long way creating traffic convenience.

  • To my mind  best time and place to educate and issuing Challan would be  school time (of opening and closing), where if  Traffic Police  takes strict action on few schools every day, they would not only penalise unruly parents  but also a budding child on traffic rules(driving two wheelers without helmet, driving and parking cars through wrong lanes without seat belts etc. Etc.) and morale conduct on road. This will educate two generations and will make future generations responsible as at this young age when they see ‘Sab Chalta Hai’, they then follow it life long.

  • I know  the great difficulty the traffic police shall face is when they go to schools in mornings and evening that they will need to look and take notice of  overloaded, unfit auto rikshas and mini buses, which they will find it difficult to take action, as it may displease their political masters.

  • One thing which is very difficult to understand is absolute absence of  supervision by senior Police Officers on the road. Very few junior officers ASI/ SI are seen sometimes but  they donot  come out of their official vehicle, Park it on one corner of the road totally aloof  of the traffic jam in front of their eyes. Mainly  when they are doing this, they are imitating  their seniors who once in a while  for ceremonial or political reasons visit the  road site but doing  management  by lip service sitting in their lavish cars.

This lack of  insensitive supervision by senior officers (Inspector, Dy SP, DCP- Traffic mainly) breeds poor  responsibility and accountability in lower cadre but also proves to be demotivating factor for sub ordinate staff.

  • Therefore it can be safely concluded that poor supervision, negligible on the job training to  combat the on the ground situation with new ideas result in zero motivation, zero encouragement  for  their subordinate staff to raise their service standards on the ground. When such situation prevails for long, they start finding  satisfaction in what they are doing with false sense of well being.

  • Minimum only  if  DCP- Traffic starts going to one area a day, it can be  presumed that they will surely  observe some  discrepancies on the real scene on the road, and will minimum may  suggest at least one small course correction (as they are chosen from brilliants of  talents), which may go long way for easing traffic and will install a great sense of accountability among his sub ordinates.

  • They  may also think of   police-public dialogue  (Open House) at least once month either at different locations  of  Jaipur or   at  their office. They will get many good suggestions and solutions to  some complex issues on the ground. This will require bit publicity and  sharing confidence to participant public that they will be truly heard and acted upon, otherwise it will become a futile time wasting exercise just like CLG meets where one scratches back of each other….
